Condensation from cold air in a home can build up if there is no ventilation. Bathrooms  can have the biggest issue due to poor ventilation, and lots of moisture from steam, which is why we recommend mould-action pre treatmenta paint with more sheen level to provide a barrier to the surface.

If mould is not treated before repainting it can reoccur even with mould inhibitors included in paint. This can become expensive to fix if left untreated.
